East Pembroke is shared equally by the Towns of Batavia and Pembroke. It was first called Ellicott Mills after the Ellicott family. In 1806 Joseph Ellicott built a home on the hill (Town of Batavia) which he later deeded to his nephew, John, and which eventually was used as a station for the Underground Railroad. There was a flourmill on the Tonawanda Creek run by the Rathbun Brothers from 1870-1879. William Babcock purchased it in 1880 and it was then known as the East Pembroke Custom and Merchant Flouring Mills. The general store, known as Diver’s Store, now is occupied by the Post Office.
